An End to Isolation was a royal decree made by Queen Ayrenn I Arana of the Summerset Isles in 2E 586. The decree announced the end to the Isles' long period of isolation from the rest of Tamriel, a move which was seen as akin to treason by both commoners and nobles across the entire Summerset Archipelago, and was one of the contributing factors in the rise of the Court of Bedlam.

After the founding of the First Aldmeri Dominion, Queen Ayrenn I Arana of the Summerset Isles declared that she would actively encourage foreigners to enter the archipelago. Beforehand the Isles had only allowed foreigners to reside in port cities, and typically for purposes of trade or travel. After Ayrenn's decree, the entire archipelago was opened, causing great cultural damage to the Altmeri people, and generating much political instability. These initial rulings resulted in the rise of the Veiled Heritance and the eventual Veiled Rebellion.
A direct result of Ayrenn's 2E 586 decree was the rise of the sinister Court of Bedlam, which attempted to usurp the power of the Crystal Tower to reshape Nirn. The Court of Bedlam's ranks were mostly filled with ex-Heritance members or Heritance sympathisers from the Summerset Isle.
