The high council is a small group of advisers which advise the king of Alinor on matters of policy and their areas of expertise.
The council is headed by the king, the only one who can make the council's decisions into law. In his absence the role falls to the Warden of the Isles or the regent if the king is too young.
Some council members are called "lords" even if not members of nobility. They are appointed and dismissed by the king as he wills once he reaches the age of majority. The council may be divided by faction, however, as certain councillors band together in informal alliances to achieve their political goals.
Traditionally the council consists of eight permanent members, after the Aldmer traditions and the Church of Alaxon, with reserved positions for:
- The Warden of the Isles
- The Grandsapiarch: the head adviser on matters of lore and wisdom.
- The lord treasurer: head of the treasury and finances of the kingdom.
- The lord of war: head adviser on military matters.
- The lord admiral: overseer of the royal navy.
- The lord inquisitor: the spymaster and the head of intelligence.
- The lord prosecutor: chief bodyguard of the king and adviser in martial matters.
- The lord counsellor: Thalmor representative on the king's council.
Although a council seems to always have these eight members, it may include additional members as advisors, or even fewer as some positions are left vacant.
