High Council of the Primarch

The High Council of the Primarch was the governing body of the First Aldmeri Dominion. The ruling head of the council was called the Eagle Primarch, who directed affairs of the council and largely held supreme executive powers in the Dominion. The title was, for the most part, held solely by Queen Ayrenn I Arana of the Summerset Isles throughout the Dominion's existance, with the title's existance thrown into question after her death in 2E 601.
