The Potentate is the chief adviser to the Emperor of Tamriel and is the executor of the emperor's command in the Third Empire.

Potentates have had a mixed role in during the history of the three empires of Men. At times the position of Potentate was only the title of a regent, and thus none served as Potentates until a reigning emperor was declared incapable or requested one. At other times the Potentate was an established position as adviser to the emperor, similar to the Warden of the Isles in Alinor. The First Empire used the title in the latter sense as an established position, the Second Empire used it in the former sense as a regent's title, and the Third Empire has used it both ways during its history, though currently uses it as an established position like the First Empire.
The Potentate's duties include the drafting of laws, commanding armies when required, and managing the daily operations of the Empire in the emperor's stead. If the emperor is indisposed, the Potentate may act on his behalf, including sitting on the Ruby Throne.
Due to the emperor's dual role as ruler of the Empire and head of the Faith, political matters all too often fall upon the Potenate, who would lead the Elder Council and perform matters of state on the emperor's behalf.
